Personal Data Banking mit Citibank und SoftBank

Daten, insbesondere die personenbezogenen Daten, sind für die Wirtschaft zu einem entscheidenden Rohstoff geworden. Die derzeit profitabelsten Unternehmen der Welt, wie Google und Apple,  verdanken ihren wirtschaftlichen Erfolg u.a. der Tatsache, dass sie die Daten ihrer Kunden und Nutzer für die Verbesserung bestehender und die Entwicklung neuer Services und Produkte verwenden können. Das gilt für Google noch mehr als für Apple.

Wie auch immer.

Die Banken stehen in der Datenökonomie eher abseits; sie sind sich noch unschlüssig, welche Rolle sie übernehmen wollen: Die einer Datenkrake mit Banklizenz oder die eines Treuhänders. Da sind die Citibank in Indien und SoftBank in Japan schon weiter.

Wie in Citibank wants call details records, location data, app usage to be treated as personal information berichtet wird, plädiert die Citibank für die Errichtung einer sog. Data Sandbox. Ausgangspunkt ist die Stellungnahme der Citibank zur Befragung der  Telecom Regulatory Authority of India (TRAI) zum Thema Datenschutz. Darin betont die Citibank die Rechte der Telco-Kunden an ihren Daten gegenüber den Data Processors. Besonderer Wert wird dabei auf die Einwilligung (Consent) der Kunden gelegt, was in der EU mit der Datenschutzgrundverordnung (DSGVO) und der ePrivacy-Richtlinie verbindlich wird bzw. werden soll. Um die Rechte der Kunden zu schützen, fordert die Citibank, wie bereits erwähnt, sog. Data Sandboxes:

To address this, Citibank suggested creation of data sandbox “under the technology enabled architecture of personal data”, coupled with punitive consequences in case of non-compliance. It has said that a setup of data sandbox would be for “anonymized data sets of regulated companies under the purview of the government or its authorized authority”.

Sicher – um eine echte Personal Data Bank handelt es sich dabei wohl kaum. Jedoch ist es bemerkenswert, dass eine Bank, aus welchen Gründen auch immer, sich zum vehementen Fürsprecher der Kunden und deren Recht an ihren Daten macht. Das geschieht gewiss nicht ganz uneigennützig. Womöglich hat die Citibank das Geschäftsfeld Personal Data Banking für sich entdeckt.

Was das betrifft, ist SoftBank, der japanische Mischkonzern, der auch im Bankgeschäft aktiv ist, weiter, wie aus Japan’s SoftBank Developed a Blockchain-Based Consumer Data Management System hervorgeht.

Blockchain makes it possible to share personal data between more computers that can verify each other’s records. The technology can guarantee security, transparency, the speed of processing, and convenience of data management.

SoftBank Technology’s blockchain-based system will offer financial institutions the access to customer’s credit history and real-estate ownership. Its database is adding about 170,000 records each month. The company plans to launch the database in 2019. By 2020, SoftBank expects to get orders from 30-50 companies – mainly banks focused on consumer lending

Auch das ist noch ausbaufähig. Jedenfalls zeigen die Meldungen, dass der Wert der personenbezogenen Daten von einigen Marktakteuren erkannt wurde. Weitere werden dem Beispiel folgen.
