An important consideration is that the value of a digital identity transaction is difficult to determine because of the context sensitivity: the value depends on what you can do with it. Common business models in payments apply a fixed and/or ad valorum fee to transactions. In this way, these business models apply some sort of value based pricing as merchants (or consumers) are likely to accept a higher price for a transaction, as the amount transferred is higher. With digital identity the pricing might be dependent on the value the user and relying parties perceive.
